Whining about completing homework

I have a soon to be eight-year-old daughter whom I cannot seem to get her to complete her homework assigned to her without an ordeal of whining and complaining that she cannot do it. However, after she settles down (a half hour later) she does great and I discover that she is familiar with the subject matter. How do I motivate her to complete homework on time and stop the whining?
