Temper tantrums

I am a teacher. Recently the school I have joined does not allow teachers to scold or punish the children and as a result the children have become uncontrollable and rowdy. The children belong to middle class families, where they are being brought up as an usual Indian child, who is scolded and punished for wrong doings. Here at school, no such things are taking place. I want to know why these kids are turning rowdy? They abuse each other, don't pay attention in class and fight and shout in class. How can I as a teacher help them to become good students and normal children?
