Teasing and bullying siblings

My fifteen year old gets himself involved in whatever is going on. He has no patience for his siblings and can be very mean to them and pushy sometimes. He is always teasing and bullying siblings.

He also thinks he has to have the last word when I give him a direction. What can I do about this teen defiance?
