Stubborn Child Behaviour

My child is two yrs old and engages in stubborn child behavior. We both, husband and wife, are working. Whenever we ask questions, she doesn't reply but later on while engaged in other activities, she repeats the answers on her own.

She never does what she is told, be it eating or replying to questions. A couple of months ago she was with her grandparents for six months. How should I handle her or is it okay if i send her back to live with her grandparents?
