School vs Children's Activities

I have a nephew who is 13, almost 14. Since I can remember, his parents have let him put hours and hours in activities outside of school. First, it was skateboarding in an attempt to become a professional. He spent every afternoon and weekends at the skateboard park. Now they have changed the activity to martial arts. Again, he spends hours and hours practicing and competing. In the meantime, he is not a good student and I think these activities are at the expense of his school work. I think that only if his grades are good should he be doing these outside activities. What's your opinion?
