Maturity in 10 year old Boy

First, I'd like to say I am so happy to have found this site. I have 2 boys. The oldest is almost 11 & the youngest is almost 4.

My husband seems to think that I still baby the 10 year old, maybe I do, and that I should start treating him like his age. My question is this, how do I raise him to be mature? I do give him certain responsibilities like cleaning his room & feeding the pets. He does seem to behave immaturely when he's with me, but when he is alone with Dad behaves much more maturely.

Any advice?
