Child has no boundaries

My son just turned 4. The first 2 months if school he was well-behaved and now he can't seem to keep his hands to himself. He touches other kids and even pushes them down. There are other boys in the class that are the same way but that's no excuse. He has rules but he can basically get away with anything. How can I teach him to have boundaries and to keep his hands to himself and listen?
